Course overview

This course covers the skills and knowledge required to operate a personnel and materials hoist safely, including a cantilever or tower hoist or multiple winches constructed to operate as a hoist to carry goods, materials, or people.

You’ll learn the processes for determining load weight, identifying, and interpreting hoist working load limits, and detecting hazards and routine problems that may be encountered.

Delivery of this course is completed face-to face with a mix of classroom-based theory training and hands on practical training.

To be eligible for this course, participants must be 18 years of age or older and have basic English literacy (reading and writing). Three forms of eligible ID are required at enrolment, on the first day of your course, and on the day of assessment. Acceptable forms of ID are outlined here.

What are the prerequisites for the Personnel and Materials Hoist course?

No prior experience or specific prior qualifications are required for the Personnel and Materials Hoist course. You must be 18 years or older, have basic English literacy, and bring three forms of eligible evidence of identity (EOI). Study materials are provided on the day.

What does the Personnel and Materials Hoist course cover?

The Personnel and Materials Hoist course (CPCCLHS3001) covers the safe operation of hoists used to vertically transport people and materials on construction sites. You’ll learn how to conduct pre-operational checks, communicate effectively with other workers, operate the hoist safely, and respond to hazards and emergencies. Training includes both theory and hands-on practical components, and all study materials are provided on the day.

Who actually needs a Class HP High Risk Work Licence?

By law, anyone who operates a builder’s hoist designed to lift materials, goods, or personnel must hold this specific High Risk Work Licence. This is a mandatory requirement across Australia for operating equipment like cantilever hoists, tower hoists, or multiple-winch configurations on construction, mining, and industrial sites. If you’re working on site where a hoist is in use and you’re the one operating it – not just riding in it – you need this licence.

Is there a fee to apply for my High Risk Work Licence after the course?

Yes – after successfully completing the course, you apply directly to Workplace Health and Safety Queensland (WHSQ) for your HRWL. There is an additional government fee payable to WHSQ for the licence application. You must apply within 60 days of completing your assessment with Ascent Training Solutions.

I recently completed training with Accent Training Solutions, and it was honestly one of the best RTO experiences I’ve had. The facilities are brand new and purpose-built, which makes a big difference when you’re trying to focus and get the most out of the course. The team were extremely friendly and approachable, and they went out of their way to make sure I fully understood everything being taught. They didn’t just rush through the material—they took the time to ensure everyone was confident and competent. The trainers are a great bunch of guys who all work really well together, which creates a positive and easy-going learning environment. I passed the Dogmans, C6 (60 tonne slew crane) Dozer, Roller and Tele handler course's/ tickets recently. The Training and assessment team on-site are brilliant. The course's are conducted in a safe, educational and fun way. The staff have fair but firm control over trainee groups in both theory and practical lessons. Highly recommended by me. Great staff here. They are very friendly helpful and experienced. Great facilities and equipment. I have just completed my vehicle loading crane and dog man courses. My tutors Robbie (vehicle loading crane) and Mark and Gerry (Dogman) were awesome they made the whole experience worthwhile. I had the privilege to sit my dogman ticket at Ascent training. Was under the tutelage of Theo and Irish Mark for theory and practical. At first glance the theory assessment was daunting and intimidating but with Theo’s tutoring and knowledge also mixed with his awesome people skills and being able to relate the questions to scenarios or situations that were easier to understand and answer made the theory side of the course a lot easier than expected. Theo also took time during classes to help guide the students who weren’t ‘book’ learners. Theo doing that made the students who struggled understand easier and were able to grasp a hold of the course. Irish Mark was awesome his enthusiasm when out on the floor was great but also his ability to teach the class in a calmer way that we understood easier. If any of us were struggling in each way Mark was able to give us little ‘tips and tricks’ that we could try and made it easier to understand in our own way. I also came across Jerry who was helping instruct with our practical dogman course. Jerry was also awesome and was able to also give tips and tricks that made it easier to grasp the concepts of what we were struggling with at the time. Theo, Irish Mark and Jerry. Absolutely appreciate and am really grateful to have crossed paths and been under your guys wings the last week. Kevin, top facilities and awesome compound. Highly recommended.
